Hotel Victory is worth booking if you want a four-star base on Mall Road at a very low price and can live with a guest score of 8.0. If the highest rating matters more than the extra star and gym, our cheaper Budget pick scores slightly higher.

Who it suits and who should skip it

This is our Best Value pick for Shimla. It suits couples and families who want to walk to the central sights and keep costs down, but still want a four-star hotel with a gym, a restaurant, a garden, a terrace and family rooms on the facility list.

Travellers who choose a hotel on guest score alone may prefer another option. At 8.0 out of 10, this hotel shares the lowest position among the 6 eligible properties in our sample. That is still a good score, but it is the trade you make for the price.

Location and getting around

The address is given as Mall Road, and guests rate the location 8.6 out of 10. The exact building number is not in our data, so check the map pin on the booking page before you arrive.

Two key sights are close. Christ Church, Shimla is about 0.9 km away, roughly 11 minutes on foot. Jakhu Temple is about 1.5 km, around 19 minutes. Tara Devi Temple is a different story: about 6.1 km and some 76 minutes on foot, so it is far and you will need a taxi or public transport. All walking times are straight-line estimates, so real walks may take longer.

What guests say

The hotel scores 8.0 out of 10 from 164 guest reviews. Our data does not include a summary of specific likes or dislikes for this property, so we cannot tell you which aspects guests praise or criticise most. Read recent reviews on the booking page, paying attention to comments on room condition, heating and noise, since none of these have been assessed.

Price and how it compares with our other Shimla picks

Reference prices seen for a 2-night stay in November 2026 for 2 adults put the hotel at €23.89 a night, under €48 for both nights. The sample median was €130.81, so this was 82% below the typical rate. These are not live quotes, so check today's price for your dates.

Our Budget pick, Treebo Maharaja, Near Mall Road, was €21.59 a night with a score of 8.1 and three stars. Our Luxury pick, Wildflower Hall, An Oberoi Resort, Shimla, was €343.60 with a score of 9.7 and five stars. For about €2 more a night than the Budget choice, you get a fourth star and a gym on the facility list. Breakfast options listed include Asian, American, buffet and breakfast to go, but whether breakfast is included in your rate is not confirmed.

Why it made our top 3

We compared 6 eligible hotels in Shimla. The Best Value slot balances guest score, number of reviews and price rather than picking the cheapest room. This hotel offers a four-star rating, a solid review count and one of the lowest prices in the sample, which together outweighed its lower score.

Before you book

Room size, noise, renovation condition, breakfast inclusion and cancellation terms have not been assessed. Check whether breakfast is part of your rate, whether the gym has set hours, and what the cancellation terms are. Confirm the exact location on Mall Road and plan a taxi for Tara Devi Temple.
