A guest score of 9 or more on Booking.com is hard to earn. Most hotels never get there, and the ones that do usually charge for it. We wanted to know how many hotels in our database pass that bar while still costing less than €60 a night. The answer is a short list: 15 hotels in 15 different cities, from Cambodia to Mexico.
All prices are reference prices seen on Booking.com for a two-night stay from 10 to 12 November 2026, two adults, one room, shown per night. Prices move every day, so check today's price for your own dates before you book.

What the numbers say
The average price across the 15 hotels is about €38 a night, and the average guest score is 9.4. The cheapest room on the list costs €19. The most expensive sits right on the limit at €60. Every hotel has at least 328 reviews, so none of these scores rests on a handful of opinions.
Geography explains most of the prices. Nine of the 15 hotels are in Asia, and the five cheapest rooms are all there. Europe and the Caucasus have five: Cluj-Napoca, Conil de la Frontera, Liepāja, Burgas and Batumi. They cost more, between €45 and €60, but they are still rated 9.2 or higher. Mexico has one, in Culiacán.
The standouts
Highest score: Mango Kesararam, Siem Reap
Mango Kesararam is the top-rated hotel on the list at 9.9 from 757 reviews, and it costs €26 a night. A 9.9 is close to the ceiling of the scale. With more than 750 reviews behind it, that is a strong signal, not a lucky streak. See prices.
Cheapest: Mongki's Pension House, Puerto Princesa
Mongki's Pension House costs €19 a night and has the most reviews in this group, 1,331, with a score of 9.2. The word "pension" in the name is a fair hint: expect a simple guesthouse rather than a full-service hotel. See prices.
Four stars for about €22: Serene Nature, Hoi An
Serene Nature Boutique Resort & Spa combines a 9.5 score, 1,152 reviews and a four-star rating for €22 a night. The trade-off is location: it is listed in Cam Thanh, not in the old town, so check the map against your plans. See prices.
Best in Europe: Camino Home 2, Cluj-Napoca
Camino Home 2 Boutique Hotel scores 9.6 from 364 reviews at €56. It has no official star rating on Booking.com, so do not use stars to judge it. The guest score is the better guide here. See prices.
Spain: Hotel Leonor Conil
Hotel Leonor Conil is the only Spanish hotel on the list: 9.4 from 819 reviews at €55 a night. It is a two-star, so keep expectations on facilities modest. Guests clearly rate what it does offer. See prices.
The trade-offs to know
- Review counts vary. The range runs from 328 reviews (Neo Business Hotel) to 1,331. A 9.4 from 328 guests is still solid, but it moves faster than a score built on a thousand reviews.
- Stars and scores do not match. Two hotels here are two-stars and one has no star rating at all. Five are four-stars. A high score means guests were happy with what they paid for. It does not mean a bigger room or a pool.
- Not every pick is a classic hotel. Roze Kurmajas Apartments is an apartment property, according to its name. That can mean more space, but check how check-in works.
- Location is not always central. Some area labels are a district or a street address, not the old town. Look at the map before you book.
- The €60 line is tight. Hotel Luxor is at exactly €60 on our dates. On other nights it may cost more.
Where €60 goes furthest
China has three entries: Cendre Hotel (Lingering Garden and Tiger Hill) at €22, O-LIVE Social Hotel Downtown Guilin at €35 and Hangzhou Lanshe hotel at €37. All three are four-stars with scores of 9.2 or 9.3. Vietnam has two: Serene Nature in Hoi An and LION 11 Can Tho Hotel at €22 with 811 reviews. In these cities, €60 buys far more than a basic room. In Suzhou or Can Tho it would cover two nights.
Further west the money buys less, but the quality bar is the same. Hotel Park in Georgia scores 9.5 from 825 reviews at €45, and D'Rami in Kazakhstan scores 9.2 at €39. Madri Haveli in India sits in between at €41, with 9.5 from 699 reviews.
How to use this list
Treat it as a shortlist, not a booking order. Open the city page to see the other two hotels we picked there, then check the price for your own dates. Read the most recent reviews, look at the map and compare the total price with taxes. You can read the full method on how we choose hotels.
Booking links are affiliate links: if you book, we may earn a commission at no extra cost to you. It never decides which hotels we pick. How we make money.
